You're trying to steer while in neutral. You can't steer or control anything in neutral. Go in and out of idle. Put the bow in the wind to hold a position with what you have. Also, you and the co-angler need to fish in opposite directions. You are both working in the same spot instead of covering water.

We have the exact same boat put Marine grease in the rear steering bar to steer waaayyy easier. You will see a grease entrance point on multiple part grease those as well.
